Kofi Annan neither accused nor excused

A key conclusion of the investigators of the United Nations oil-for-food program in Iraq was that Kofi Annan never influenced the awarding of the contract to the Swiss company, Cotecna Inspection S.A., but should have provided deeper, independent probe of possible conflicts of interest after The Sunday Telegraph announced the link between Kojo Annan and Cotecna in January 1999.
The report was released by the U.N.-appointed committee headed by former Federal Reserve Chairman Paul Volcker.
"Taking all of this into account, the committee has not found the evidence is reasonably sufficient to show that the secretary general knew that Cotecna had participated in the bidding process in 1998," Volcker said.
Although the report have not put any direct allegations against the secretary general but forced him to face and accept strict criticism.
Answering the question if he was planning to vacate office in regard to the program, Annan assured: "Hell, no."
