U.S. to impose import bounds for Chinese textile

The U.S. conducted a series of trade investigations that set the possibility for imposing import bounds on Chinese-made textile.
A surge in textile imports from China and complaints by American manufacturers and their supporters in Congress forced the Bush administration to announce its determination to improve the situation by implementing special tax tool.
Under the terms of China’s entry to the World Trade Organization, the U.S. and other major trading nations saved the right until 2008 to impose annual limits on textile imports if they cause disruption for their economies.
In a written statement, Commerce Secretary Carlos Gutierrez said the move was a "first step" toward determining whether the U.S. market is indeed being disrupted, and whether the disruptions can be attributed
to Chinese imports.
The action reflected the broader context of economic and political issues in framework of Washington – Beijing relations. The White House wants Chinese government to stop the piracy of intellectual property and convert China’s currency in compliance with market forces.
Under the rules for limitation proceedings, it could take three months, at least, for the administration to decide whether to impose import limits.
