Mexico City's mayor Andres Manuel Lopez Obrador is likely to face jail time soon, which has undermined democracy in the state.
Two Congress-leading parties gathered a meeting today and decided to strip the Mayor's immunity from prosecution so that he can be charged with contempt of court.
The Mayor's case is based in a minor land expropriation dispute and a struggle for the presidency during next year elections. In case Obrador's guilt is proved, he will be excluded from the 2006 election race to replace President Vicente Fox.
"I already consider him a prisoner," said Pablo Gomez, leader of the mayor's Party of the Democratic Revolution.
