Bush: military bases turn into oil refinery sites The US President George W. Bush plans to propose using closed military bases as sites for oil refineries – the move that marks one of the five initiatives to revamp US energy sector.

Bush’s energy plan saw a four-year delay in Congress and now is expected to be improved. Bush will speak at 2 p.m. on Wednesday at a Small Business Administration conference in Washington.

The US President will speak on the higher energy prices that lead to a slowdown in the world’s No.1 economy.

The average gasoline prises are about 25% higher than in the same period of 2004, according to market analysts. The Conference Board’s index showed that consumer confidence fell to a five-month low in April marking the third straight month of decline.

Bush’s proposals, made in 2001, were opposed by the Democrats with the objections to drilling in Alaska’s Arctic National Wildlife Refuge and other minor offers.
