Row around Chinese textile imports edges trading war
(by Roy Deng)

Row around Chinese textile imports edges trading war Europe could broaden the framework of its probes into Chinese textile exports by starting investigation into further 11 categories of Chinese textile imports in addition to nine already placed under investigation, Peter Mandelson, EU trade commissioner, announced yesterday.

The latest EU move is obviously preconditioned by pressure from the French. Jacques Chirac, France’s president, strongly opposed Chinese textile overflowing the market with its low prices. "We cannot accept that these textiles, the prices of which have recently dropped significantly, can invade our markets without regulation," he said.

France issued the formal request for the Commission demanding to introduce emergency measures for imposing curbs on Chinese textiles. France opposed the EU plan to go on with its investigation and consultation procedure, which could last 150 days.

The US is at the point to re-impose quotas on up to 17 categories of textile from China. The US blow could enter other manufacturing sectors.

Yesterday, Mr Mandelson’s spokeswoman said emergency measures could be introduced only in case the EU managed to demonstrate "irretrievable damage" to the European textiles sector caused by Chinese imports.

Chong Quan, an official at China’s commerce ministry, warned the EU to act "cautiously" in application of the safeguard limits on Chinese imports.
