Rice’s journey runs through support and criticism

Secretary of State Condoleezza Rice started a good-will tour of Latin American capitals on Tuesday, the move that would face both support and criticism from Latin American leaders.
Ms. Rice encouraged the leaders of Brazil, Colombia, Chile and El Salvador for successful efforts towards democracy, describing Brazil, her first travelling stop, as "a remarkable and emerging power in the region."
On the contrary, Hugo Chávez, the president of Venezuela, has turned into increasing criticism of Washington and has become ever closer to Cuba.
Speaking to the press earlier, Ms. Rice said, "We’ve had concerns about the behavior of the Venezuelan regime in terms of its own domestic development" and "in terms of relations with its neighbors."
Later this week, Mr. Chávez is planning to visit Cuba for meetings with Fidel Castro. And on Tuesday, Mr. Chávez criticised Washington’s intention of granting political asylum to a Cuban immigrant, Luis Posada Carriles, who has been accused of terrorist acts in Panama and Venezuela.
Brazil and the United States are doing their best to "re-energize" talks for a 34-nation trade zone of the Americas that have been frozen since last year, U.S. Secretary of State Condoleezza Rice said Tuesday.
