China founded new powerful energy agency

China has created a powerful new agency responsible for safeguarding the country’s energy security, as Beijing moves to address spiraling energy costs and a growing dependency on foreign oil.
Having not been formally announced so far, the preliminary named State Energy Office has already begun handling matters which previously were done by lower-level regulators, an official at the National Development and Reform Commission said yesterday. Mr. Ma Kai, a senior official who also is in charge of the NDRC, is assigned as director of the new energy agency.
The State Energy Office will have the authority to formulate and realize a state energy strategy through a wide rage of regulating activities in the energy industry.
The Chinese government has made overseas crude and gas supplies one of the major priorities of its foreign policy, since China became a net importer of oil about ten years ago.
"The strategy must pay attention to other countries’ demands for energy; otherwise China will face mounting disputes with nations like Japan and India," said Han Xiaoping, an energy expert, adviser to the Chinese government.
And the task of the State Energy Office would be to provide an appropriate scheme for more efficient use of energy, Mr. Han said.
